You already have Atlas's WBS and its schedule. Now you need to answer the question every Sponsor asks before approving anything: how much will this cost, and how will we know if we're going over budget?
If you knew previous PMBOK editions, this module used to be called "Cost Management." PMBOK 8 renamed it the Finance Performance Domain — a real change, not cosmetic: the domain now explicitly covers where the money comes from (funding, financing types) and what value it generates (ROI, benefits), not just how much gets spent. You'll see both angles in this module.
PMBOK 8 organiza este dominio en 4 procesos, del inicio al cierre: PMBOK 8 organizes this domain into 4 processes, from start to finish:
Notice the exact parallel with Schedule: Estimate (Costs ↔ Durations), Develop the Baseline (Budget ↔ Schedule), Monitor and Control (EVM applies to both at once). If you already understood ES/EF/LS/LF, this module will feel familiar.
En ciencia de datos, el costo no es solo "la nube": Before estimating, you need to know what you're estimating. In data science, cost isn't just "the cloud bill":
Almost always the largest line item — the Data Scientist's, Data Engineer's, and PM's time is worth more than compute.
Variable, usage-based — training models, running the API, storing data. Grows with the project's scale.
Buying external datasets, paying for third-party APIs, or manually labeling data.
You also need to distinguish how that cost is paid — PMBOK 8 uses two classic accounting categories:
Inversión para adquirir un activo físico duradero.Investment to acquire a durable physical asset.
Recurring day-to-day cost — most modern data science lives here.
Budgeting only for cloud compute ("$500 of AWS") and forgetting that the team's hours are, by far, the project's biggest cost.
Includes personnel, compute, data, and tools — and distinguishes which are one-time expenses (CapEx) and which are recurring (OpEx) after the project closes.
No todas las estimaciones se hacen igual — la técnica depende de qué tanta información tienes: Not all estimates are made the same way — the technique depends on how much information you have:
Uses the actual cost of a similar past project. Fast but less precise.
Uses a statistical relationship between a measurable variable and cost.
Estimates each WBS Work Package separately and adds them up. Most precise, slowest.
Averages an optimistic, a pessimistic, and a most-likely scenario — useful when cost is uncertain.
Cloud compute cost is almost always the most uncertain part of a data project — you don't know how many times you'll need to retrain to hit the target recall. That's exactly where Three-Point estimating beats a single optimistic number.
The budget isn't just "add everything up" — it's built in layers, and each layer serves a different purpose:

The Cost Baseline is what you use to calculate Earned Value (section 7) — the Management Reserve stays outside that baseline because it isn't released for known risks, but at leadership's discretion, for the truly unexpected.
This is the table you must produce for your project. Each row is a Work Package from the WBS, and its cost is built from hours × rate for people plus direct costs that are not people (compute, data, tools). At the end you add up the rows, add the contingency and get the baseline. Scroll the table to see the full calculation.
Tarifas supuestas (ilustrativas): Ana Martínez (PM) $50/h · Luis Gómez (Data Engineer) $40/h · Priya Shah (Data Scientist) $45/h.
☐ One row per Work Package in your WBS (minimum 3; if your WBS has more, include them all).
☐ Hours, rate and cost per role, and direct costs separated.
☐ Subtotals and grand total that match.
☐ Contingency Reserve with its justification (which risks it covers).
☐ Cost Baseline = sum + contingency.
☐ Management Reserve and Total Budget.
☐ Your rate assumptions written at the bottom.
No necesitas 12 filas. You don't need 12 rows. 3 or 4 Work Packages are enough, as long as each row has hours, rate and direct costs, and you close with both reserves. What is graded is the method, not the project's size.
Both are "money set aside for when something goes wrong" — but for very different types of risk:
For known risks ("known-unknowns") you've already identified and have a planned response for. It lives inside the Cost Baseline. The project team can use it without special permission.
For unknown risks ("unknown-unknowns") nobody predicted. It lives outside the Baseline. Only leadership (not the project team) authorizes its use.
Quick question to tell them apart: "is it already in my Risk Register?" If yes, it's Contingency. If the problem wasn't even on your radar, it's Management.
If you graph cumulative planned spend against time, it almost always looks like an S: slow at the start (planning), fast in the middle (heavy execution), and slow again at the end (closing). Comparing your actual cumulative spend against that curve is a quick, visual way to know how you're doing.
The S-Curve alone only compares planned vs. actual spend — it doesn't tell you whether that spend produced the expected work. For that you need a third line: Earned Value, coming up next.
Estas son las métricas exactas de PMBOK 8: EVM is the technique that actually connects spend with work truly completed — it integrates Scope, Schedule, and Finance into one analysis. These are PMBOK 8's exact metrics:
| MétricaMetric | Qué mideWhat it measures | FórmulaFormula |
|---|---|---|
| PV | Valor Planeado — el trabajo que debería estar hecho a la fecha de cortePlanned Value — the work that should be done by the data date | — |
| EV | Valor Ganado — el valor del trabajo realmente completadoEarned Value — the value of the work actually completed | — |
| AC | Costo Real — lo que de verdad se gastóActual Cost — what was really spent | — |
| CV | Variación de CostoCost Variance | EV − AC |
| SV | Variación de CronogramaSchedule Variance | EV − PV |
| CPI | Índice de Desempeño de CostoCost Performance Index | EV / AC |
| SPI | Índice de Desempeño de CronogramaSchedule Performance Index | EV / PV |
| EAC | Estimado a la Conclusión — costo total proyectadoEstimate at Completion — projected total cost | BAC / CPI |
| ETC | Estimado para Terminar — lo que falta por gastarEstimate to Complete — what's left to spend | EAC − AC |
| VAC | Variación a la ConclusiónVariance at Completion | BAC − EAC |
>1.0 = better than planned. =1.0 = exactly on plan. <1.0 = worse than planned. A CPI of 0.85 means that for every dollar spent, you only got 85 cents of real work.
Full example with Atlas. It's the end of Month 2 (of 4). The team discovered the historical data had far more incomplete records than assumed in the Charter, and had to pay for extra cleaning and labeling.

| BAC (Línea Base de Costo)(Cost Baseline) | $60,000 |
| PV (50% del trabajo debía estar hecho)(50% of work should be done) | $30,000 |

Atlas is simultaneously over budget (CPI < 1) and behind schedule (SPI < 1) — the hardest scenario to recover from. The PM must bring this to the Sponsor immediately: renegotiate scope, request more budget (tap the Management Reserve), or adjust the target recall threshold.
Budgeting only up to deployment, forgetting the model will need ongoing monitoring and retraining (OpEx) after closing.
Also estimate the monthly cost of keeping the model in production, even if in a separate annex from the project budget.
Budgeting "to the penny" assuming the first model tried will work — in data science, it almost never does on the first try.
If your Risk Register already identified you might need to try more than one algorithm, reserve for it explicitly in Contingency.
Build your own project's bottom-up budget, define its reserves, and practice an Earned Value calculation.
